Hi, is it possible to create a layer that provides certain features, but then have an additional (similar) layer (with additional features) that is only available specific people?

You can create the layer that will require authentication, please read this manual: http://layar.pbworks.com/w/page/7783257/User-authentication-in-a-layer . List of available features\POIs in the second layer will be based on your decision.
